is it normal that if you close the lid notigng happens, no mnatter what you have in your settings?

Are you using the Toshiba Power Saver?
If Yes, is the "When I close the lid" action in the Action screen set to "Nothing happens"?
Are you using the "Allow different actions for different profiles" setting in the "Setup Options" window? If so please check for each profiles you use for the lid-close action setting.

Screen should turn off when you close the lid completely or depress the sensor above the "p" in the "portege" label for around 3-4 seconds.

this doesnt work Sad
i tested everything but it wont do anything ... also the sensor doesnt work Sad

By "the sensor doesn't work," do you mean you tried pressing it with your finger? The one under the "flip orientation" button? If it doesn't work it is 99% likely a hardware problem and will require a technician. Try taking it to a local Toshiba-certified service center.

However, sometimes I notice mine doesn't work, not sure why. It may be software though- it happens very rarely but it drives me crazy to open my tablet in class and find out it didn't go into sleep and wasted all the battery! This may happen though when I open the tablet and close it really quickly (when I just check something quick) and the software is too busy processing the opening to register the closing. Like I said though, not sure.
